Dr Bloomfield told Morning Report that it is one option being looked at.

"Everything is on the table," he said.

Bloomfield says health authorities are meeting now to produce a list of places of interest which will be released "very shortly", possibly within the hour.

Bloomfield also revealed the Sydney Covid-19 case was with his partner and has four close contacts.

He says they spent time as tourists.

Asked whether the Sydney traveller had used the contact tracer app, Bloomfield replied "I hope so".

Quarantine-free travel from New South Wales to New Zealand was paused from midnight on Tuesday, and the hold will be in place for at least 72 hours.
