Three concrete pads appear on Ladies Mile - what are they for?

Crux asked both the Queenstown Lakes District Council and the NZ Transport Agency on Friday morning what the purpose is for three large concrete pads that have appeared alongside State Highway 6 on Ladies Mile.

We did not get any answers, although QLDC did say they were working on it.

The concrete pads are each about three metres by one metre and at roughly a 45 degree angle to the road. Each appears to have a power supply conduit in the middle but they seem too big to be for street lighting and the 45 degree angle does not make any obvious sense.

There's no sign of any significant earthworks around each pad and they sit around 100 metres apart between Howards Drive and the Stalker roundabout. 

Crux had a good look through the council's E Docs system to see if we could find any resource consents or building permits, but without success.
